Local Governance and Decentralization Expert

ICE-FRANCE is recruiting a local governance and decentralization expert for a short-term mission (45 days) as part of a program funded by AFD in Mali. The expert will be responsible for conducting a diagnostic of the capacities of local authorities in the Mopti region and developing an institutional strengthening plan.Main missions:Conduct an institutional and organizational diagnosis of 8 municipal councilsIdentify capacity building needsDevelop a training plan tailored to the local contextFacilitate participatory workshops with elected officials and municipal agentsWrite a detailed mission report with recommendations

Profile required

  • Master's degree (Bac+5) in public law, political science, public administration or equivalent
  • Minimum of 10 years of experience in local governance and decentralization in Sub-Saharan Africa
  • Previous experience in a Sahelian environment highly desired
  • Mastery of participatory approaches and group facilitation
  • Excellent command of French; knowledge of Bambara desired
  • Ability to work in a complex security environment
