Christian Linck brings over 30 years of experience in leading consulting firms and managing multidisciplinary teams, both in Europe and internationally, to ICE-FRANCE.Throughout his career, he has supported public and private organizations at pivotal moments: strategic repositioning, growth, reorganization, new ventures, and complex high-stakes institutional decisions. This hands-on experience — in Belgium, France, Romania, Turkey, and across Africa — has given him a thorough understanding of entrepreneurial and institutional realities that goes well beyond theoretical models.At ICE-FRANCE, Christian holds a strong conviction: lasting structural decisions require a deep understanding of human and institutional dynamics. He works primarily on governance missions, public administration reform, and capacity building in partner countries.

David Linck
Co-founder — Project Manager in International Cooperation
David Linck supports organizations and project leaders navigating transitions, strategic repositioning, and change in the field of international development.A graduate in political science, he has worked for several years in development cooperation, leading complex technical assistance projects, often multicultural and multi-stakeholder. In this role, he has developed deep expertise in human resources management, team coordination, and managing sensitive situations in contexts where clarity of roles and decisions is essential.At ICE-FRANCE, David brings his field experience to technical assistance projects across Africa and developing countries, with a pragmatic approach: clarifying real strengths, coordinating stakeholders, and delivering measurable results.

IT Manager — Information Systems and Digital Infrastructure
Arnaud Blondin is the IT manager of ICE-FRANCE. He oversees the entire technological infrastructure of the organization: information systems, project management tools, data security, and work environments for the teams.With a solid background in software development and systems architecture, he designs and maintains the digital tools that allow ICE-FRANCE to carry out its technical assistance missions with rigor and efficiency — from data collection in the field to reporting to donors.Convinced that technology is a key lever to accelerate development impacts, Arnaud also supports partner organizations in their digital transition: setting up monitoring and evaluation systems, digitizing administrative processes, and strengthening the digital capacities of local teams.
