Institutional Support for Democratic Governance

As part of the Decentralization and Local Governance Support Program (PADGL), ICE-FRANCE provided technical assistance to Senegalese authorities to strengthen governance capacities at the local level. The project covered three administrative regions: Dakar, Thiès, and Saint-Louis, impacting a population of over 2.5 million inhabitants.

The interventions focused on four main areas: (1) strengthening the technical skills of elected officials and municipal agents in planning and budget management; (2) supporting the establishment of mechanisms for citizen participation and accountability; (3) developing monitoring and evaluation tools adapted to the local context; (4) improving transparency in the management of local public finances.

ICE-FRANCE mobilized a team of 8 long-term resident experts and about twenty short-term experts, including specialists in public law, budget management, social engineering, and local development. Strategic partnerships were established with local government associations (AMS, UAEL) and training institutions (ENAM, PFEF).

The program contributed to the revision of 28 municipal development plans, training of 450 agents and elected officials, and the establishment of 36 participatory monitoring committees.
