Reform and modernization of public administration

As part of the EU-Morocco partnership for public governance reform, ICE-FRANCE has provided its expertise in the design and implementation of the National Reform Program of the Administration (PNRA). This ambitious program aims to fundamentally transform the operating methods of the Moroccan administration to improve the quality of services provided to citizens and businesses.

ICE-FRANCE's technical assistance has focused on three priority areas. The first concerns administrative simplification and the dematerialization of procedures: ICE-FRANCE has supported the deployment of the national online public services portal and the establishment of an interoperability framework between the information systems of administrations. The second area focuses on the reform of human resources management: revision of the status of the civil service, implementation of a forward-looking job and skills management system (GPEC), development of continuing education. The third area addresses the strengthening of transparency and integrity: establishment of a wealth declaration system, strengthening of internal control mechanisms, and combating corruption.

The project has benefited from close collaboration with Moroccan counterparts and other technical and financial partners present in Morocco, notably the World Bank and UNDP.
